The content listed below is non-accessible for the following reasons:
Non-compliance with the accessibility regulations
Text does not reflow to match smaller screen sizes or zooming in to 200% and above. This means we do not meet WCAG 2.1 success criterion 1.4.10 (Reflow).
We have not allowed the paragraph spacing for text to be easily increased. This means we do not meet WCAG 2.1 success criterion 1.4.12 (Text Spacing). We will rewrite the website to allow for paragraph spacing to be increased.
Some of our forms are not labelled. This means we fail WCAG 2.1 success criterion 2.4.6 (Headings and Labels) and 1.1.1 (Non-text Content) and 3.3.2 (Labels or instructions). We will add meaningful labels to forms.
We have not marked up the web pages into a proper structure and/or identification of page regions/landmarks to aid navigation. This means we do not meet WCAG 2.1 success criterion 2.4.1 (Bypass blocks). We are working on adding page regions to each page.
We have some "onmouseover" events that do not have a corresponding keyboard equivalent. This means that keyboard users are not being treated the same. This means we do not meet WCAG 2.1 success criterion 2.1.1 (Keyboard). We will add an 'onfocus' event so that keyboard users are treated the same.
Our data table have the 'Add data' buttons above selection boxes, this means that keyboard users have to go forwards and then backwards to select data. This means we do not meet WCAG 2.1 success criterion 2.4.3 Focus Order. We are working on adding extra buttons at the bottom of the data tables.

We have not adequately described and grouped buttons and checkboxes using framesets, doing this means it is harder for screen readers to make sense of the web page function. . This means we do not meet WCAG 2.1 success criterion 3.3.2 Labels or Instructions. We are working on adding framesets and labels to our web pages.
Disproportionate Burden
This section covers issues that we cannot fix right now. We have assessed the cost of fixing these issues but believe that doing so would be a disproportionate burden within the meaning of the law. We are planning to decommission casweb.digitalresources.jisc.ac.uk and replace it with a new website for accessing census data, that website will have full WACG 2.1 criterion built in.
Casweb is built using frames, a deprecated HTML tag no longer in the HTML5 standard. Frames are difficult for screen readers and keyboard navigation and for smaller screen sizes. It would cost too much to rewrite Casweb in a non-frames format so we have decided to replace it but it will continue to function until it's replacement is ready. If users have trouble using Casweb we will work with them to extract the data they require and send it to them using other means.
What we are doing to improve accessibility
